One of the very famous and most wanted/advanced photo editor currently is Picasa. You get this for free from Microsoft and this free and easy photo editing software as a part of Windows live suite. They both are almost same but Windows Live Photo Gallery lacks face recognition, that we are sure Microsoft in coming years would give this feature as well but you can panoramic photos with this but not with Picasa.

With some advanced and unseen feature of photo editing featuring, you would be able to add some special effects to your pictures. The con is that you wont be able to manage your picture library while using this.
